UP Government Reviews the Draft Plan

The Uttar Pradesh government has sought additional details from the Yamuna Expressway Industrial Development Authority (Yeida) regarding its draft Master Plan 2041, particularly related to the extent of green areas and the total land proposed to be notified for development, according to officials familiar with the matter.

What Master Plan 2041 Enables

Once approved, the Master Plan 2041 is expected to play a key role in shaping urban growth across the Yamuna Expressway region, enabling the development of projects such as a logistics park in Aligarh, a Heritage City in Mathura, and several new urban centres in Gautam Budh Nagar and Bulandshahr.

Yeida had discussed and approved the draft master plan on January 29, 2024. The plan outlines long-term development strategies along the 165-km Yamuna Expressway corridor connecting Greater Noida and Agra. Following this, the draft was submitted to the state government for final approval.

The Government Review & Approval Path

After reviewing the proposal, the state government requested a detailed report specifying land distribution across residential, industrial, commercial, and green zones, including exact figures in hectares. “We will submit the required information within a week. Once the details are reviewed, the government is likely to grant approval,” said Arun Vir Singh, Chief Executive Officer of Yeida.

Officials noted that once the master plan is approved and areas are formally notified, the land will be reserved exclusively for planned development, particularly around the upcoming greenfield Noida International Airport. Yeida will then initiate land acquisition as per established norms, followed by allotment to developers, businesses, and individuals.

Impact on Noida Expressway Real Estate

The large-scale infrastructure push under Master Plan 2041 is also expected to boost demand for premium residential developments along the Noida Expressway, especially in well-connected sectors offering proximity to commercial hubs, airports, and business districts.

Projects such as Supertech Supernova Residences — premium 2 & 3 BHK apartments in Sector 94, Noida Expressway are likely to benefit from improved connectivity and long-term urban planning initiatives proposed by Yeida.

Aerotropolis, Urban Park & Olympic City

Under the draft plan, Yeida has also proposed the development of a world-class business cluster featuring a 500-hectare urban park inspired by New York's Central Park, an Aerotropolis modeled on Delhi's Aerocity, and an Olympic City planned along the Yamuna river floodplains.

“As per the proposal, the Aerotropolis will be developed across 10,600 hectares, including 5,500 hectares designated for the greenfield airport,” Singh added. The Aerotropolis is envisioned as a multi-modal commercial zone with corporate offices, hospitality, retail, airline services, and business support facilities. However, final land-use details will be confirmed only after the state government grants approval to the master plan.

Population & Development Targets by 2041

The authority aims to accommodate a projected population of 4.17 million by 2041. To support this growth, the plan includes:

• Construction of nearly 800,000 housing units
• Development of 1,600 hectares of commercial space
• Allocation of around 10,000 hectares for industrial use
• A 500-hectare urban park (Central Park-inspired)
• A 10,600-hectare Aerotropolis around Noida International Airport
